Hiring foreign workers can be complex for Canadian employers. The IRCC’s Mobilité Francophone stream simplifies this by helping employers hire skilled French-speaking workers for various positions outside Quebec.

French Language Proficiency

The foreign national demonstrates fluency in French at a level equivalent to Canadian Language Benchmark 7, ensuring effective communication in professional settings. 

Employment Location

The position is located outside Quebec, meeting the Mobilité Francophone stream requirements for French-speaking jobs across Canada. 

Skilled Occupation Qualification

The foreign national possesses the necessary qualifications to work in a skilled occupation classified under the National Occupational Classification (NOC) categories 0, A, or B.

Employer Compliance Fee Payment

To comply with Canadian regulations, the employer is required to pay a $230 CAD Employer Compliance Fee.

How to Apply for a Francophone Work Permit

Applying for the Francophone Mobility Program is a relatively simple process. Here’s a clear guide to help you navigate the application efficiently:

Our process is easy and clear.

Verify Eligibility

Make sure you can speak French fluently, targeting a CLB level 7 on French language tests such as the TEF or TCF. You must have a job offer for a skilled role (NOC 0, A, or B) from a Canadian employer outside of Quebec

Employer Submits Job Offer

Your prospective employer needs to submit the job offer through the Employer Portal and pay a $230 compliance fee. This step removes the need for an LMIA, thereby streamlining the hiring process.

Apply for the Work Permit

Once you have the job offer and the offer number from your employer, complete your work permit application. The job itself doesn’t have to require French, but you should be capable of working in a French-speaking environment.

Apply for Family, if Necessary

If it applies to you, your spouse or common-law partner can apply for an open work permit, which lets them work for any employer in Canada. Dependent children might also be eligible to study in Canada without needing a separate study permit if your application is approved.

Submit Your Application

Submit your application online, including all required documents and proof of your French language proficiency. Make sure your application is thorough to prevent any delays.

Candidates who have received a skilled job offer located outside the province of Quebec.
Those looking to extend their International Experience Canada (IEC) work permit to gain more work experience in Canada before qualifying for permanent residency.
