Canada Extends a Helping Hand to Lebanese Nationals Seeking Refuge

In an initiative spearheaded by Immigration Minister Marc Miller, PL Immigration is emphasizing temporary immigration options for Lebanese nationals and their immediate family members escaping the turmoil in Lebanon. This new effort, disclosed on October 30, 2024, aims to provide safety and security for those affected by the escalating crisis.

This temporary program allows Lebanese citizens, who have landed in Canada since late September, along with their spouses and children who may not be Lebanese, to apply for an extension of their stay. The program is particularly focused on families with Canadian citizens or permanent residents, offering a safe haven amid the ongoing instability in their home country.

Lebanon is currently facing significant unrest, with serious conflicts involving Israel and Hezbollah militants. The area is plagued by ongoing rocket attacks, missile launches, and airstrikes, creating an urgent need for affected individuals to seek protection elsewhere.

“My priority is to ensure the safety of Canadians abroad and to provide temporary sanctuary to Lebanese nationals who find returning home unsafe,” stated Marc Miller, highlighting the Canadian government’s commitment to offering assistance.

Visa Provisions and Application Fee Exemptions for Lebanese Nationals in Canada

  • Lebanese nationals currently in Canada holding valid temporary resident status
  • Non-Lebanese family members of Canadian citizens or permanent residents who departed Lebanon on or after September 29, 2024, and are in Canada with valid temporary resident status
  • Non-Lebanese individuals and their families affected by the first-generation citizenship limitation who left Lebanon on or after September 29, 2024, and are currently in Canada with valid temporary resident status
  • Individuals who exited Lebanon with the support of the Canadian government on or after September 29, 2024

In a recent article from The Globe and Mail, Canadian Members of Parliament and immigration experts have intensified their calls to action, urging the expansion of a temporary immigration initiative aimed at providing shelter in Canada for individuals fleeing Lebanon.

The existing program is scheduled to conclude on July 31, 2025, which critics argue is too restrictive when compared to other government programs for those escaping conflict zones, such as the initiatives for Ukrainians and Gazans. They are pushing for the extension of the program to include family members still residing in Lebanon, which would involve not just immediate family but extended relatives as well, such as grandparents.

Salma Zahid, a Liberal MP representing a large Lebanese community in Scarborough, has voiced concerns raised by her constituents regarding their extended families still in Lebanon. “I acknowledge the government’s efforts to support those already in Canada,” Zahid stated. “However, special measures should be in place to help Canadian citizens and permanent residents bring their extended family members to a place of temporary safety in Canada.”

Despite the pressure, the government has not initiated a large-scale evacuation, although plans are ready if needed. During the 2006 conflict between Israel and Hezbollah, Canada undertook substantial efforts to ensure the safety of approximately 15,000 Canadians from among the 50,000 estimated to be living in Lebanon by arranging transportation via ships and chartered flights.

Jenny Kwan, the NDP’s critic on immigration issues, questioned the absence of an emergency visa program similar to the one available to Ukrainians for other crisis spots. “The current measures are directed at assisting those who have already left Lebanon, leaving many in life-threatening situations without a viable path to safety,” Kwan commented.

Canada’s Strategy for Global Conflicts and Humanitarian Assistance
